There is enough for a full rack yes. As the nuts are in hidden locations, you would use the bright stainless ones included in the rack.

It does not. The roof rack with come with all of the brackets and hardware required. This kit is for those looking to switch the outer hardware to black.

Like other reviews have said, its really cheap of them to charge for an extra set of black mounting hardware and then not include the black bolts for mounting the fairing or mounting to the truck. It made the process unnecessarily long by having to paint them. The photos above show you the blackout bolts, but not the steel nuts on the backside of the fairing lol.
Note From Victory 4x4: Sorry about the upcharge on the black bolts. They are quite a bit more expensive than regular stainless, so unfortunatly we have to upcharge for them.
